Last Wednesday
evening around 18h30. In the renovated Brigittines chapel in
Brussels Sp.a co-workers are getting nervous. This
evening we present our input for the PES manifesto. We have
worked hard to provide for an interesting program (attached), but
can it compete with the beautiful spring evening?
At 7 o’clock our fears prove to be unfounded. Sp.a International
Secretary Saïd
El Khadraoui can introduce the evening before approximately
80 people. We kick off with a debate about New Social
Europe. Europe has done pioneering work on certain domains,
but it turns out that a lot more can be gained at European level.
For example, the health services directive that we are still
waiting for. There is no discussion about the need for a more
social approach of the Lisbon objectives. But ambitious and
enforceable European objectives concerning social themes are a
logical next step. The conclusions run parallel: Europe has a lot
of instruments at his disposal, but lacks ambition and
decisiveness when it comes to social themes. Political action
pays off, that becomes clear in dossiers such as the adjusted
Bolkenstein directive. As...

I know the British National Health Service can be improved, but I still personally believe that Free Health Service and Free Education from cradle to grave should be part of the fundamental human rights of every citizen, but let's start in the EU first.

Thinking about the
next post of the blog – I was actually trying to remind myself
what is that people enjoy reading. Coming from the political
school of manifesto: ‘others want to see true intentions that
inspired you at the first place, to be also inspired’, I decided
to use one of my very peculiar interests while traveling;… women
magazines. From cover to cover – scanning all the pictures,
trying to get empathy for the authors of ‘letters to editor’,
looking at some clothes that are not only strange but absolutely
unaffordable for a regular employee… But above all the most
exciting and the most interesting is what the knowledge these
colorful pages give; the portrait of a woman of today. The last
time I did that reading I discovered something absolutely
disturbing; women of my own age (around 30) are the group with
the highest risk of the heart attacks. Even more terrible, most
of us had already some mini-version ones without noticing that
even!
It has been shocking to discover, but on the other hand looking
at the recent publication of the European Commission "Report on equality between women and men –
2008"...

Twice in my life I've called the
emergency services - 6 months ago, and today. Last autumn I was
in the UK and had to report a break-in, and every Brit knows that
the emergency number for police, ambulance or fire services: 999.
Easy.
Today a nasty incident was developing in the street where I live in Brussels and I was the first person to exit from my flat and do something about it. But hell - what number do I call in Belgium? No idea. Yet thanks to the EU there's one emergency number - 112. Only because I'm a geek for EU policy things did I know it - plenty of European citizens do not.
The slight problem is that when you call 112 in Belgium it takes you to ambulance and fire services, not really what I wanted when I needed to urgently reach the police - they sorted it for me though. For readers living in Belgium here is the full list of emergency numbers. Wikipedia also has a handy page will all the emergency numbers for all countries across the world.
What can be learnt from all of this? Well, first of all, thanks to European legislation I was better...

Les premiers mois de débats sur la nouvelle Europe
sociale ont permis au PSE d'identifier de nombreuses
priorités et propositions.
Un thème récurrent est comment faire face aux conséquences de la
mondialisation: Esther de Barcelone nous a présenté un
excellent résumé des défis auxquels nous sommes confrontés. De
nombreuses idées nouvelles ont surgi de la discussion: réguler
les fonds souverains qui veulent acheter des entreprises
européennes stratégiques; garantir que les fonds spéculatifs
soient soumis aux mêmes règles de transparence et de respect des
droits des travailleurs; permettre aux travailleurs confrontés au
licenciement à cause d'une offre d'achat ou d'une externalisation
de la production d'acheter l'usine et de lancer leur propre
coopérative... Toutes ces propositions sont très intéressantes!
Un autre thème très débattu au niveau européen est comment créer une politique européenne d'immigration humaine et responsable, comme le propose Yohann de France, surtout dans le contexte de l'adoption de la carte bleue de l'UE et de la prochaine...

cities are blessed with a ring of surrounding countryside, such as
forests and other protected places. These act as a city's lungs and
provide an escape from the urban pace of life. In health terms, I
have never seen an adequate cost-benefit analysis of what this

Il est tentant de penser que nous les Européens n'avons rien à
apprendre du débat américain sur les soins de santé. Après tout,
n'avons-nous pas un système de soins de santé plus ou moins
universel depuis des années? Mais à y regarder de plus près, le
débat a une plus grande portée que le simple fait que les
Etats-Unis doivent nous rattraper...
En effet, ce qui est très important pour nous, c'est que dans ce
débat, les Démocrates - et les électeurs américains - défendent
l'idée d'une sécurité sociale. Les gens font de plus en plus
confiance aux idées progressistes. Les Démocrates sont très
enthousiastes et arrivent à mobiliser des citoyens qui ne
s'étaient jamais souciés de politique auparavant.
Des soins de santé universels aux USA permettraient aux travailleurs de ne plus dépendre d'un nombre de moins en moins important d'employeurs qui offrent une assurance-santé –ce qui augmenterait leur mobilité professionnelle. Ainsi, grâce à des soins de santé universels, des familles entières auraient moins peur du changement et seraient plus à même de faire face à la mondialisation.
Les Démocrates croient également en un rôle accru du secteur public - c'est...

Hier, Zita Gurmai, présidente du PSE Femmes, a signé une pétition européenne pour la lutte contre le cancer du col de l'utérus. L'équipe de Yourspace a participé à la cérémonie de lancement au Parlement européen et a demandé aux participants que devait contenir le programme électoral du PSE, à leur avis, sur la question de la santé sexuelle et reproductive des femmes:

I think we can identify four distinct "stages" where people make the most use of public services, particularly in regard to welfare and education services. They are not necessarily sequential. Firstly, from childhood to early adulthood, people need free-at-point-of-use education - its important that this is not only of academic quality, but also that the environment results in a decent formative experience. Secondly, families with a young child need a lot of support, from the birth through to free childcare. Thirdly, people with illness at any time in their lives should not be thrown back on the resources of the family, as the fear that this engenders will act to the detriment of general public health. And lastly, people who have finished work will need a future where they aren't worried about subsistence living. That way, younger people can look to the future with a degree of confidence.
If I'm stating the obvious here, then apologies. But for all four of these stages, there is no indication that private schemes or private insurance can adequately and securely provide for individuals. Private involvement at these times always involves public provision at some stage - for example, someone with health insurance always goes to their local hospital in an emergency. My belief is that public hospitals should not be charging their patients for care.
By combining health and social services for these different groups it should be possible to treat everyone...

L'adage populaire est-il prêt de s'éteindre?
La division "conditions de vie des ménages" de l'INSEE nous livre aujourd'hui les résultats d'une enquête sur la santé des plus pauvres d'entre nous. Exempt d'être traité de gauchiste, et scientifiquement plus opérationnel que les instituts de sondage, l'Institut National des Statistiques et des Etudes Economiques rend compte, avec cette étude, d'une situation extrêmement grave, qui, pour ceux d'entre nous qui y sont confrontés de plus près, n'est pas étonnante.
Elle n'est pas étonnante, mais elle est pour autant inadmissible. Inadmissible dans un pays développé comme le nôtre et disposant, contre toute idée reçue qu'un gouvernement voué à la classe dominante voudrait nous vendre, de marges de manoeuvre qui existent bel et bien au budget de la France (lire à ce sujet les "10+1 questions sur la dette à Liêm Hoang Ngoc" - éd. Michalon).

Chaque année en Europe 50 000 femmes développent un cancer du col de l'utérus, et 25 000 en meurent. Les programmes de dépistage efficaces pourraient éviter la quasi totalité de ces cas. Cette pétition est une action de l'Association Européenne contre le Cancer du Col de L'utérus avec le soutien de l'Union Internationale contre le Cancer.
