    Not long ago I learned about the PES Group in the Committee of the Regions. To be honest I didn't know about the group's existence until a year ago (ignorance is not always bliss), but it's a forum for local and regional politicians to meet and discuss EU politics. It's an interesting organization because many EU decisions impact greatly on the local level - and the PES Group is a chance for local and regional social democrats to meet and work together to influence EU policies.

    I admit that this was a digression from the topic that I actually wanted to address in this post! The reason why I brought up the PES Group in the Committee of the Regions is that the group has its own PES manifesto consultation - and in this consultation there's a fifth point of discussion, in addition to the four 'traditional' themes - namely the gender dimension.

    I agree very much with the view-point of the PES Group - that there's a significant gender aspect to all four manifesto themes - and I hope the 'pervasiveness' of gender issues will be taken into consideration when the PES manifesto is drafted over...

    Ben Richards, International Officer from UNITE debate in London, set the scene at the New Social Europe debate in London on 11 March 2008. He explained how Social Europe had benefited people so far. We wouldn’t have had parental leave or working time limits without the European social model. He advised that all the two million members of Unite are international in their outlook and pro-European. It is the benefits of the social model that galvanise members to vote in the next European elections. However, there is an increasing unhappiness towards the European Union, which has stagnated in its social policy in the last few years. We are concerned about the reform of the services directive and the panacea of flexicurity. Many people forget that in Denmark this includes high trade union rights and unemployment benefits. We are also concerned about the Viking and Laval court cases which call into question the social model. He proposed that we need to:
    • rebalance the great swing towards internal market reforms with better social policy reforms
    • stop the UK’s “opt outs” of social Europe
    • greater protection of temporary and agency workers
    • sign up to the Charter of Fundamental Rights

    Thinking about the next post of the blog – I was actually trying to remind myself what is that people enjoy reading. Coming from the political school of manifesto: ‘others want to see true intentions that inspired you at the first place, to be also inspired’, I decided to use one of my very peculiar interests while traveling;… women magazines. From cover to cover – scanning all the pictures, trying to get empathy for the authors of ‘letters to editor’, looking at some clothes that are not only strange but absolutely unaffordable for a regular employee… But above all the most exciting and the most interesting is what the knowledge these colorful pages give; the portrait of a woman of today. The last time I did that reading I discovered something absolutely disturbing; women of my own age (around 30) are the group with the highest risk of the heart attacks. Even more terrible, most of us had already some mini-version ones without noticing that even!

    It has been shocking to discover, but on the other hand looking at the recent publication of the European Commission "Report on equality between women and men – 2008"...

    Voici le dernier des quatre rapports sur le débat à propos du programme électoral du PSE tenu au Danemark:

    Le thème de la 'nouvelle Europe sociale' a été débattu par les militants du PSE venus du Danemark, de la Suède et de la Norvège à Jørlunde, au Danemark les 1 et 2 mars derniers. Voici les conclusions de ce groupe très engagé:

    L'eurodéputé Ole Christensen a ouvert le débat en parlant de la politique de l'emploi dans une nouvelle Europe sociale. L'accent a été mis sur le rôle de la Cour de justice dans l'affaire Vaxholm concernant les modèles de marché du travail dans les pays nordiques.

    L'affaire a été examinée sous l'angle d'une plus grande mobilité de la main d'oeuvre, du détachement des travailleurs et des conditions offertes aux travailleurs ainsi que de la concurrence entre la main d'oeuvre étrangère et nationale dans le cadre des négociations collectives.

    During my week as your guest blogger, I have promised to comment on all four main subjects here at Manifesto 2009. I have already written twice about ”European democracy & diversity” (here and here), and once about ”Save our planet” (here). Today’s blog is about our ”New Social Europe”.

    I became politically active through the wonderful organization ”Social Democratic Students of Sweden” (known as SSF within ECOSY). My first position of any importance in SSF was as a member of our committee on gender equality. I was the only guy (male, that is) on the committee and it opened up a new world to me. Previously, I had read a lot about gender equality and the way in which our society is structured so that it discriminates against women. That was compulsory reading when I studied political science, and I have always been one of the geeks who actually read what you are supposed to.

    But during my year working on the SSF-committee on gender equality, I realized what difference the political tools I had only read about can make in real life.     I think we can identify four distinct "stages" where people make the most use of public services, particularly in regard to welfare and education services. They are not necessarily sequential. Firstly, from childhood to early adulthood, people need free-at-point-of-use education - its important that this is not only of academic quality, but also that the environment results in a decent formative experience. Secondly, families with a young child need a lot of support, from the birth through to free childcare. Thirdly, people with illness at any time in their lives should not be thrown back on the resources of the family, as the fear that this engenders will act to the detriment of general public health. And lastly, people who have finished work will need a future where they aren't worried about subsistence living. That way, younger people can look to the future with a degree of confidence.

    If I'm stating the obvious here, then apologies. But for all four of these stages, there is no indication that private schemes or private insurance can adequately and securely provide for individuals. Private involvement at these times always involves public provision at some stage - for example, someone with health insurance always goes to their local hospital in an emergency. My belief is that public hospitals should not be charging their patients for care.

    By combining health and social services for these different groups it should be possible to treat everyone...

    What do young Europeans think should be in the PES manifesto? Around 40 activists from the Danish Social Democratic Youth gave their take on Europe’s future at yesterday’s manifesto work groups in Brussels. We asked them what they considered the most important priorities for the theme New Social Europe:

    “I think rights to the childcare should be in the PES manifesto. I didn’t think about it before coming to this meeting, because we have good opportunities for childcare in my home country. Now I understand that this is not the case in all European countries.”
